The two men standing are no doubt Navy SEALS who assisted in the recovery of
the space capsules and kept them from sinking after landing in the water.
There are two space capsules on display at the UDT-SEAL museum in Fort
Pierce, FL where I just attended Muster XXI on November 11th.

If I am not misteaken the swimmer on the right is Al Blood, who
retired in the late 70's or early 80's as a Master Chief.
